First-time visitors to Vietnam are often surprised by the variety of TV programmes available. Examples are
mulberry sale KBS World, Discovery Channel, BBC International News and a bunch of Chinese soap operas. The programmes are in their original versions, without translations except for some occasional
moncler jackets voice-overs. There are not many local TV stations. Local television programming is still considered in its infancy stage in this country and will hardly survive the quality of foreign programmes.
However, the television as a medium has made it easy for the locals to know about socio-cultural developments in neighbouring countries. The younger generation, in particular, are highly susceptible to these outside influences. They are the ones who are more accepting of cultures and concepts coming from the outside.

Six months are neither long nor short. For most people, life is ordinary, with nothing too exciting. Study, work, rest its the same everyday. Time passes by like this. However, for the sixth group of 13 volunteers who went to Laos from Shanghai, the six months from October 2006 to April 2007 were a unique and unforgettable experience, during which curiosity, joy, difficulty, homesickness, exchange and conflicts were interwoven into their medical and health service and in their teaching of English and Chinese. Reporter Wen Junhua paid a visit to Laos in October 2006 and got a full picture of the sweetness and bitterness of the life of the volunteers.
Why did you want to go to Laos? The 13 volunteers listed 13 reasons.
Yin Baobing, MD: to get some experience and have something memorable.
His reply is representative: to have a look at the outside world. There are 50 to 60 remaining years in life. It would be meaningless to live the same life everyday. I would like to get some experience and have something to remember when young, said Yin, 34,
mulberry bags deputy head of the group and a Shanghai native. He obtained a degree in medicine in 2004 and took up a job as a surgeon at the Huashan Teaching Hospital of Fudan University. He regarded joining the volunteer service as being full of significance, a hard-to-get opportunity.
Zhu Yuchen, the youngest of the group: to steel myself.
His reply was instant.
moncler outlet Zhu Yuchen was 10 years younger than Yin Baobing. Born in luxury in the 1980s, she lacked some toughening, as her father and mother had experienced the Great Cultural Revolution and worked in the countryside.

Japan recently pledged to set up a Japanese-language training centre within the Laos Youth League headquarters, offering teachers, teaching materials and facilities. According to a source close to the Chinese Embassy in Vientiane, China is now planning to follow suit with a Chinese language centre in Vientiane.
Vietnam is another major competitor for regional influence and soft power over Laos. Ten out of 11 members of the current Standing Committee of Laos Politburo speak Vietnamese fluently, having studied or worked in Vietnam. But Ian Storey of Asia Media recently argued that within the next decade or so, China seems destined to become the LPDRs largest trade partner and source of external funding, and hence its new closest friend in Asia. (China and Vietnams Tug of War Over Laos, www.asiamedia.ucla.edu)
Li Hui, a Chinese entrepreneur resident in Laos, agrees. Though Japan tops the donor list
moncler jackets and Thailand has long-standing economic influence in Laos, he says, communist-led Laos would rather keep some distance from those countries, for historical and ideological reasons. Yang Guowei, head of Chinas Youth Volunteers Team in Laos, describes Vietnam as the countrys closest peer and China as its most reliable elderly brother.
Increasingly, it is the economic rather than political relationship that matters
moncler outlet to China. A report released in 2004 by the Yunnan-based non-government organisation (NGO) Green Watershed concludes that from the 1950s to 1991, Yunnan (and China)s economic and trade relationship with the Mekong river countries was integrated into
mulberry sale the framework of politics first, economics second. But over the last decade, the emphasis has switched as Chinas fast-growing and resource-hungry economy looks for timber, rubber and minerals that Laos is ready to exchange for cash and higher GDP growth. (The GDP per capita of Laos, which has Least Developed Country
mulberry bags status, was 438 dollars in 2005.)
Fang Yun, a Lao expert at the South-east Asia Research Institute of the Yunnan Academy of Social Sciences, confirms that her research focuses mainly on economic and trade links between the two countries. The Institutes deputy director, Liu Zhi, notes that a set of books it has published on Chinas economic and trade cooperation with five countries in the Mekong region sells surprisingly well. A large proportion of buyers, she says, are Chinese business people looking for opportunities in the South-east Asia market.

Information dissemination is key in improving the situation, the report says. Thus, the creation of an information office near the Cambodian-Thailand border was listed as one of the report's nine recommendations.
"Catering to migrant workers and others who would like to work in Thailand, the information should include insight on working conditions, safe means of transferring money, human rights,

The office could also help families from Cambodia's border provinces that would like to locate a migrant worker from the family. At present, some 30 percent of the households surveyed could not contact their family member and only 18 percent received remittances from them.

His comments come as civil society

A competitive bidding programme for energy-demand reductions could likewise do wonders,
moncler outlet saving hundreds of megawatts of electricity, postponing the need to build other disruptive hydropower stations.
Amazingly enough, all the seminars
moncler jackets on the draft Power Development Plan have provided plenty of large numbers on the supply side, but no numbers at all for cool (literally) demand-side programmes.
So why is it so hard for Thailand's system planners to do the right thing, to plan in an integrated manner? One reason is that Egat, the utility in charge of expert modelling, regards small, distributed energy systems as unreliable. Another reason is that the more electricity Egat generates, the more profit it makes. In fact it is guaranteed an acceptable rate of return
on its capital investments. This is a powerful incentive to hold all the smart energy-saving programmes at arm's length and keep on building and burning.
But Egat could generate profits from saving energy: it could create an energy service division, which would implement demand-side energy savings at lower cost than new plants.
To do that - and to take up other progressive policies - the ministry will need to wake up and realise that the
mulberry bags 2007 Power Development Plan is just taking Thailand down the path towards a warmer planet. Along the way, in
areas targeted for new power plants, the state will
mulberry sale face increasingly sophisticated - and upset - local people.
As the inconvenient truth of biased planning sinks in, people will want to know why Thailand's planners are bent on taking the Kingdom, its people, and the rest of the world to a warmer and more dangerous place than they found
it.

But his seclusion is fast disappearing. It is
mulberry sale being replaced by the first tendrils of commerce, tourism and trade that the Cambodian government insists will thrive on this remote waterway. However, much has to be done before this can be realised.
Although a paved road connects nearby Cambodian towns to the Lao border,
moncler outlet it is in such disrepair on the Cambodian side that the Mekong river remains the easiest travel route, says Sem Samnang, 49, deputy chief of the Dongkralaw checkpoint.
That may change as Lower Mekong Basin countries - Cambodia, Laos, Thailand and Vietnam - follow through on an agreement to develop economic ties in the region.
Chhim Chhorn, the governor of Stung Treng province, says a friendship pact with Laos' southern Champasak province permits residents to cross the border with passes. He foresees the emergence of a bustling tourist trade.
"The trade there now is only cargo of fish, resin trees and wildlife between villagers," says Chhorn. But he adds: "It is easy for international tourists to cross the border by boat."
He says that the influence of international and local tourists will be good, as his province is pursuing development.
The changes in Stung Treng are a small part of a greater wave of change and economic integration sweeping through the Mekong region, composed of China, Laos, Thailand, Burma, Cambodia and Vietnam.
Formal cooperation and economic
moncler jackets integration are being promoted both bilaterally among the Lower Mekong Basin countries and regionally, including through the Greater Mekong
mulberry bags Subregion (GMS) initiative launched by the Asian Development Bank (AsDB) in 1991.
The GMS initiative includes projects aimed at improving land networks, including a North-South economic corridor from China's south-western Yunnan province down to Vietnam.
